1. Emergent Cases,
2. People with Disabilities,
3. Pregnant Women,
4. Turkish Armed Forces (TSK), Gendarmerie General Command (J.Gn.K.) and Coast Guard Command (S.G.K.) ranked personnel in service,
5. Widows and orphans of war and duty martyrs and veterans and their families,
6. Elderly over 65 years old,
7. Children under 7 years of age,
8. Primarily those who arrive by referral from outside the garrison, the personnel of TSK, J.Gn.K., and S.G.K. in service and the persons they are obliged to care for
9. Retired TSK, J.Gn.K., S.G.K. personnel and their dependents
